Step 1. Install Java 7 32 bit

First install Java 7 32 bit to be able to run SQL Developer without problems

Download Java 7 32 bit here

Choose for Windows x86 – jdk-7u80-windows-i586.exe, don’t forget to Accept License Agreement before download

Install Java SE Development Kit 7 Update 80, Click Next to continue

Choose Public JRE, then click Next to continue

Keep installation JRE path with Default, click Next to continue

Wait installation Java 7 32 bit until Successful, Then Close
